KREPTD: not easy road, first to finish

Each EU country is obliged to keep an electronic register of road transport operators, which collects information about carriers and drivers. Since 2013, all registers are combined into the ERRU system (European Register of Road Transport Undertakings) – a complete database of registers.

Polish enterprises have an approximately 25% share in the European transport market, but the register has not been created for years. Chief Inspectorate of Road Transport (GITD) controlling compliance with the provisions, is also the body responsible for establishing the register to live. GITD also cares about reducing road degradation and their safety, social conditions in road transport and protects the transport market against violations of the principles of fair competition.

SAFE CHOICE

The selection of the right Contractor was under great pressure. What mattered was the partner’s time and credibility. GITD chose Pentacomp’s proposal through a tender. In this case, the price did not play a key role. One of the main selection factors was the high assessment of the substantive part of the offer. The customer’s previous experience with Pentacomp confirmed this decision. Since 2014, we have been maintaining and developing the Central Register of Infringements, so for a long time we have been known as a reliable contractor.

NOT AN EASY ROAD

Time pressure forced us to conduct analytical, implementation and testing works in parallel. It was one of the most difficult projects in the history of Pentacomp, but the 55-person executive team did their best.

On September 13, 2017, we were able to announce our success: within 4 months, we designed, produced and implemented KREPTD. Our client can boast of the fastest implementation of the registry in the European Union. In other countries, it took an average of 2 years. Already on the day of its launch, the application met the requirements of the EU directive, and is currently maintained and developed by us.

PUBLIC DATA – MULTIPLE BENEFITS

KREPTD is used not only to detect violations of regulations in transport companies. It ensures the flow of information between entities issuing consents for transport, transport companies, entrepreneurs using their services and control authorities.

Some of the data collected as part of it is publicly available. Entrepreneurs who are faced with choosing a transport company can review the carriers, and thus verify their credibility. In turn, starosts and control bodies gained the possibility of integrating their own ICT systems with KREPTD, which significantly accelerates and facilitates their operations. What effect could this have?

When selecting Pentacomp as the contractor for the project, the contracting authority not only met the declared deadlines and demonstrated the effectiveness of its operation before the EU Parliament. Handing over the KREPTD ICT system into the hands of the General Inspectorate of Road Transport (GITD) enables analyzes and studies of trends in road transport. This is especially important at a time when Poland grows into a European leader in the TSL industry.
